then should be transmitted, through the Commissioner, to the Departments to which the property belongs. 
The channels of communication are misunderstood: The returns of all officers should first be transmitted to the Assistant Commissioner, by him referred to the proper staff-officer for examination - and when found correct by that staff-officer, transmitted to the Commissioner at Washington.
Officers who fail to take up property, and to make proper returns thereof, will be reported to the Paymaster-General, or the Chief Disbursing Officer of this Bureau, for stoppage of pay.
