Hereafter Assistant-Commissioners will order the issue of transportation orders, when the same are necessary to furnish transportation in kind within the limits of their jurisdiction, to officers, agents, and employes of this Bureau. 
When the public service requires the shipment of Bureau or Subsistence Stores, or of Quartermaster's property held for the use of the Bureau, they will be turned over for transportation to the Disbursing Officer, or other officer of this Bureau in charge of transportation, who will thereupon, and without further orders, issue the necessary bills of lading for the shipment of the same. Bills of lading will, in like manner, be issues for the transportation of stores and school-books designed for distribution among dependent Refugees and Freedmen, when such property is turned over to the officer in charge of transportation on invoices approved by the Commissioner, or by the Assistant-Commissioner in cases where the same is to be transported to points within the same State. 
Each officer in charge of transportation will make to the Commissioner a monthly report, similar to Form 4, Q.M.D., of all stores received by him for transportation during the month.
