CIRCULAR LETTER,
RELATING TO FORAGE FOR PUBLIC ANIMALS.

WAR DEPARTMENT,
BUREAU OF REFUGEES, FREEDMEN, AND ABANDONED LANDS,
Washington, D.C., June 27, 1877.

Hereafter animals belonging to the Quartermaster's Department, U.S.A., held by this Bureau, or by officer of the army on duty in the Bureau, and used for the purpose thereof, will be foraged out of Bureau stores.
Accounts for forage for animals pertaining to the Quartermaster's Department, U.S.A., in use by officers and agents of the Bureau of Registration duty, are not a proper charge against the Bureau. They should be paid out of the appropriation to carry into full effect the Act to provide for the more efficient government of the rebel States, passed March 22, 1867 and the Acts supplementary thereto.
Statements of forage issued and consumed, and accounts therefor, should show the number of animals foraged belonging to the Quartermaster's Department, U.S.A., and the number belonging to the Bureau.
