CIRCULAR
No. 23. 

I. When it is impracticable to furnish to an officer of this Bureau, assigned to duty requiring him to be mounted, a public horse, and he furnishes and uses in the discharge of his official duties his own private horse, the regulation allowance of forage may be issued for such private horse upon requisitions in the usual form, approved by the Assistant-Commissioner. 

II. It should appear on the face of such requisitions, by the certificate of the Assistant-Commissioner, that the duties of the officer making the same require that he should be mounted, and by the certificate of the officer that requisition for a public horse had been made by him - that it is impracticable to furnish the same, and that the private horse for which forage is required is actually kept by him, at his station, and is used by him the discharge of his official duties. 

III. Article VI, Sec. 1, Par.2, of the Bureau Officers' Manual, relating to the allowance of fuel, is hereby amended by adding, after the word month, in the seventh line of said paragraph, "Assistant-Commissioners will reduce these allowances for the period from May 1 to September 30, in each year, to the lowest amount consistent with the interested of the public service."
