Sir:
The Bureau Officers Manual fixes the allowance of Stationary for issue to Officers of the Bureau. When the authorized allowance is insufficient Special requisition should be made for the additional amount required. This should be submitted to the Asst Commr. for approval with the request that the same be forwarded to the Commissioners for his orders. In examining accounts of officers and agents of the Bureau as prescribed by Par 1. Article 2. of the Manual. You will, in such cases require special requisitions approved as above contemplated.
