32. Commanders of Military Divisions or Departments, conferring with the Assistant Commissioners of the Bureau of Refugees, Freedmen and Abandoned Lands, will replace officers already detailed for duty with that Bureau, whenever they are mustered out of service, by officers or enlisted men serving in their respective Divisions or Departments.
