II Brvt. Brig. Genl. F.D. Sewall, Colonel U.S. Volunteers. Acting Inspector General will without delay proceed to Macon, Ga. and thence make a thorough inspection of the affairs and operations of the Bureau in that state. He will visit such sub-districts as he may deem necessary, and will examine the books, records, and official conduct of officers, agents and employees.

He will then visit the states of North Carolina, South Carolina, Alabama, Mississippi, Tennessee and Kentucky, and make a general inspection of Bureau matters in those states.

He will particularly investigate and report upon the present and prospective destitution in the states, especially in Georgia and South Carolina. For this purpose he will visit the interior counties and districts where extensive want is reported to exist and report upon the most practical method of relieving destitution under existing orders.
