Bvt. Lt. Col. Edwin Beecher, Assistant Commissioner & Disbursing Officer of this Bureau for the State of Alabama, having made requisition for (1080) ten hundred and eighty pounds of Oats and (1260) twelve hundred and sixty pounds of hay, required for foraging (3) three private horses in the service of the Bureau in said State, during the month of April 1869 — he will purchase in open market, on the best possible terms, the supply so estimated for — take up and account for the same — issue his certified vouchers therefor, and pay the amount thereof out of funds of this Bureau in his hands.
