Sir:

I have the honor to submit the following as a "General Report of the Affairs of the Bureau R.F. & A.L. in this Sub District.

Establishing an office on the 1" May, in compliance with Special Orders No 44, State of Alabama, Bureau R.F. & A.L. Montgomery Ala. April 27" 1868, but little business has been transacted, owing chiefly to the fact of its not being generally known that an Officer of the Bureau is stationed here.

So far as I have been able to learn the status of the Freedmen is flattering; they are everywhere manifesting a disposition to work and to fulfill their contracts.  At no time since the surrender have they given more satisfaction to the planters or striven harder to benefit themselves; and the feeling towards the employer and employee is kindly and considerate. The prospects everywhere of good crops enhance this desideration.

Complaints have been few, resting chiefly among those who have children and older minors held by planters &c, which however, have arisen usually from misunderstandings more than gross injustice.
