for a fourth and wholly found. It is thought by most planters, that freedmen work much better by having an interest in the crop, than when working for wages, and I know of but one or two, who are paying wages this year.

As a general thing freedmen are working much better this year than last, and crops are in much better condition.

In order to give to all who consulted me full assurance that they should receive their dues at the end of the season as stipulated, I advised them not to work or pledge themselves to work, except their employer could procure ample security for the fulfillment of his agreement, and as almost everybody has acted accordingly, the result is, that they have now more confidence in themselves and their employer, and they work with a good will.

III  Feeling between the Races

The feeling between the Races is improving, although there si still much suspicion on the part of the Blacks and prejudice on the part of the Whites.
