said order. I also visited the various Jails, ascertained the names of all prisoners, the charges against them, the reasons for they not being tried, and procured the release of a number, who had but little evidence against them.

During my stay at Court, it was extremely difficult, to obtain a verdict of "Guilty" against any Freedmen. I am inclined to think the Court was somewhat disconcerted at the presence of an U.S. Officer so soon after the passage of the Military Bill. I caused the Civil Rights Bill to be enforced to its fullest extent in all the Courts I visited

I found in the Sumter Co Jail two colored men and two colored women, while (9) nine colored men were out under bond. The Jail is in good condition, and the prisoners are well treated.

In the Jail at Eutaw, Green Co I found (18) eighteen Freedmen in Jail, and twenty one (21) Freedmen out under bond. The Jail is in good condition and prisoners well treated.
