Court adjourned there were but (5) five Freedmen remaining in jail on criminal indictments. The jail is in a poor condition, badly ventilated, but prisoners well treated. Many prisoners had broken jail and escaped before Court convened.

The Choctaw Co jail is in such poor condition that all the prisoners have escaped, and no attempt is made now towards confining any one in it.

Hale County has until recently made use of the Green Co Jail. This County was not organized until last spring.

As a general thing I am of the opinion, that the Courts are inclined to deal justly with all classes of citizens.

VIII. Outrages etc.

I am of the opinion that in my Sub-District since Janry 1. 1867 there have been no more or greater outrages committed, than in any other equal scope of territory in the Southern States, but whether this is caused by an improvement of feelings, or by fear of the consequences, i am not prepared to say
