In compliance with instruction from your Office, I have the honor to forward the following "General Report" of the operations of the Bureau in this Sub. District during the month of August 1867.
In my last report I stated that the principal complaints made at this office, were those of assault and battery; there are as many complaints of that kind now as there were then, but in addition to those complaints (which increase daily) are made, where employees are discharged with forfeiture of their hard earned wages for the slightest offences. The way I generally pursue in such cases is: I notify the parties concerned to appear at this office together, and try either to effect an understanding, or a settlement, and have so far
