I have the honor to submit the following General Report of the business of this Office for the Month of October
Complaints were quite numerous most of which were for being discharged and regarding to division of the crop, which are now being gathered.
The cotton crop is very poor, not half a crop being made, and the price has fallen so low that many of the freedmen who are working for a share in the crop will not be able to pay their employers for advances made during the year, and many planters are bankrupt. All are preparing to curtail their business the coming year and some to abandon planting entirely. On the whole the prospects for both planter and laborer are not at all flattering.
