inculcate habits of economy and prudence in making contracts, which they would have learned in no other way.

Some are waiting till after election to make contracts, but I do not apprehend that it will cause any trouble or material departure from the present customs.

I know of but few schools in operation in this District.  There is one in operation here, and the agent at Greensboro reports that one will soon be opened there.  The freedmen are not able as a general thing to sustain schools.

The Poor houses in this District are poorly prepared to accommodate their inmates; and much actual suffering is experienced in them from want of proper food & clothing.

The jails also so far as I have learned are but little better than inquisitions; the prisoners suffering from want of food, & from being unduly confined on account of the insecurity of the buildings.

But few complaints are being made of crimnal nature and all seem to have a due respect for the Bureau & its officers.
