Dear Sir, I am not in the Recpt of any of your late favours. I wrote you 8 or 10 days ago. I then said it was impossible for me to do all that was needed for the poor freedmen in fact I have never been able to do all that was needed here  Many of the planters are treating them very badly. I am doing all the little I can with the small amt of means & time at command while it must be apparent that there is a growing disposition to disregard laws where black men are concerned.  I see too that many of the officers appointed are disposed not to put the law in force & I am of the opinion they are going to try to subvert the laws yet in many places & from the acct
