Sir; In compliance with your request, I now proceed to give you a brief statement of the condition of affairs in this sub Dist. so far as I have been able to extend my inquiry. We labor under many difficulties for want of mail facilities. There are no mail routes through the country west and south of this City, except one through Henry County to Mariana, Fla.

I have conversed with a few well informed citizens from Henry, Dale and Coffer Counties in relation freemen's affairs in that part of the Sub. Dist. and learned that in parts of Dale & Coffer, the state of affairs is rather unfavorable. It does not appear however, that the colored people are treated badly because of their color, or on account of any prejudice against them as freedmen; but, being ignorant, and unable to protect themselves, they, doubles [[doubtless]], in many instances suffer ill-treatment from reckless disturbers of the peace.
