for day laborers. Hence appears the importance to the freedmen of having agents to examine contracts before they sign them.

Apprentice Law.
The needless apprenticing of colored children in many parts of this Sub. District, has given rise to some trouble. Several complaints of injustice in this respect, have been made at this office, all of which have been referred to the probate judges having jurisdiction, with the necessary instructions and directions; and in all cases, Gen. orders, No 3, C.S., have been observed, so far as information of their action has reached this office. 

Poor Law.
There are Poor Houses in some of the counties in this Sub. Dist., in which a few paupers are now provided for; but the issuing of Gov't. supplies, charity supplies, &c, has no doubt, caused the county officials to neglect this subject to some extent. 

Taxation.
As stated in the June Report from this office, the Revenue Law is very unequal and oppressive to the poor of both [[strikethrough]] classes [[/strikethrough]] races, many of whom complain very much. Poll tax is enormously high. Licenses, too, in some instances, amount to a prohibition. One instance may be cited. A colored barber in the City of Eufaula informed me that his state county, and City tax amounts in all to $100.00!
