sufficient cause, and refusing to pay them for their labor._ In most of such cases I have induced the employers to retain the laborers. When this could not be done, I have directed the laborers to bring suit in the courts for the entire year's wages.

Outrages, and Abuse of Freedmen.

A few cases of this character have occurred during the month, which have received prompt attention by the civil officers, and the guilty parties punished. 

Schools.

Schools are still flourishing. Nothing else of special importance to report. 

Feeling between the Races.

The state of feeling between the races is about as reported last month. From what I have learned, I think the condition of freedpeople in this Sub. Dist. is as good as in any other part of the state, and even better than in some parts.
