Col. O.D. Kinsman, Sub. Asst. Comr.
Bureau R.F. & A.L.
Montgomery, Ala.

Sir.-
I have the honor to submit the following Report of the operations of the Bureau, and Freedmen's affairs in this Sub-District during the month ending 31st Oct., 1867.

Cases and Communications rec'd from Hd. Qrs. Dist. of Ala.
But few of these have been received during the month. A few seem to require Special reports, one of which has been forwarded, and the others will be, as early as practicable. Those not requiring Special reports, have been disposed of according to instructions received.

Cases Originating in the Sub-District.
Not so many complaints have been brought to this Office during this month, as were made last month. As usual, some of these have been investigated and settled at this Office, while others have been referred to Civil Officers. These Officers have continued to act promptly and impartially. This plan is found to work well, and is having a good effect on both races, as well as upon the Civil Officers, who have manifested much more prudence and caution, since they have been required to make written reports of their action.

Apprenticeships.
During this month, but few applications have been made for the release of colored children, apprenticed, which leads to the conclusion that there are not many such cases, perhaps, now remaining in the Sub-District.
