It is hoped that "Gen. Order, No.13," issued from Dist. Hd. Qrs., which has been pretty well circulated through the Sub-Dist., will relieve many laborers and, also, supercede the necessity of issuing so many special orders from this Office.- 

The great difficulties attending the collection of wages for labor, whether performed by white, or colored people, should impress forcibly upon the next General Assembly the absolute necessity of enacting some law, which will prove effectual in securing to this important class of our citizens their just and hard earnings. And, as they will no doubt be entitled to a voice in choosing the next Gen'l. Assembly, they will be instructed in this sub. District to demand this of their representatives.-

9  Outrages and Abuse of Freedmen.
Several cases of this kind have been reported during the month, only a few of which have been sufficiently important to demand attention.  These have been referred to civil Officers, all except one, which has been reported to Hd. Qrs. Civil Officers still continue to give such cases prompt attention, so far as their action is known of this Office.-
