Hd. Qrs., and of being removed from office, induces many of those Offices to give freedmen even a show of equal rights before the courts. - In the investigation and settlement of the many cases brought to this Office during the month, great pains have been taken to give a fair hearing to all parties, irrespective of color, or other consideration, and the parties have generally yielded a ready obedience to the action taken at this Office.

3 - Apprenticeships.

A few applications for the release of bound children have been presented during the month, which have been disposed of as usual.

4 - Taxation.
  
Nothing special to report under this head.

5 - Poor Law.

Some attention is given to the poor of this County; but the provisions made are by no means adequate to the demands of this unfortunate class.

6 - Schools.

This is an unfavorable season for schools, especially in the country, where, as general thing, the houses are inferior. In this City the colored School is still kept up.  It numbers about 140 pupils, and is quite a flourishing condition, which is owing, mainly, to the energy and perseverance of the very worthy and capable teachers, Mr. C. P. Wheeler & lady. Doubtless, many schools will be organized throughout the Sub Dist., during the ensuing Spring.  

7 - Abuse of Freedmen.

But few cases of this character have been reported at this Office during the Month.  Civil Officers appear
