complained of abuse and maltreatment at the hands of the Whites, these cases have been referred to the "Civil Authorities" and proper action recommended thereon. The Civil Courts, in Criminal Cases particularly, are disposed to give impartial justice to all, yet I have no doubt they are activated through policy, as they stand in fear and trembling knowing that their "Official Existence" rests upon their faithful discharge of duty.

The School in this city was discontinued some weeks ago, but one is in operation in the Sub District at the present time located at Troy, Ala. In the absence of the required monthly report, I am unable to present its condition. The school here has been very prosperous, and the advancement made by the Scholars entirely explodes the malicious assertions that "Negroe's can't learn etc".

The feeling between the Races is growing better  daily, the whites beginning to appreciate the importance of gaining the confidence and friendship of the Freedmen, as they must have
