Sir:
I have the honor to submit the following report of the operations of the Freedmans Bureau in this Sub. Dist. during the month ending Sept 30th, 1868.
No cases from Dist. Hd Qrs. have been referred to this office during the month.
Of those originating in this Sub. Dist. most have been in relative to contracts for labor. Numerous instances have occurred where freedmen, working for a share of the crop, have been unable to obtain an equitable division of the same. It appears that there was almost an entire failure on the part of the planters & freedmen at the beginning of the year, in having their contracts submitted to the Bureau for investigation and approval. In a great measure owing to this many of these contracts even made in a very imperfect manner, some being quite deficient in the requisite specifications, &
