Sir:

I have the honor to submit the following report of the Bureau and Freedmens affairs in this Sub. District for the month ending Dec. 31st 1868.

Cases Originating in the Sub. Dist.

Complaints of various kinds have been made at this office during the month as usual. Most of these have been concerning settlements for labor for the year just closing. In many of these cases the parties have been brought together, and, in most instances, a settlement effected in accordance with their contracts. All cases not thus disposed of have been referred to the local authorities and all possible assistance furnished the freedmen in obtaining a just settlement of the same.
