The issue of Rations.
This issue of Rations has been quite heavy the past month, numbering 8904. During the past ten days the issues were reduced very much, and the parties receiving were notified that they must provide for themselves, and that no more would be issued: I considered it necessary, under the circumstances, to close almost wholly on the issues: for the class of persons receiving benefit.  I was satisfied, would not exert themselves to earn a support as long as they could live by the charity of the Government. Now my issues are a very small item, and the business of my Office is reduced very much thereby. And, I do not believe any will suffer materially, or starve, by no receiving help. A few cases only.
