I have the honor to submit my monthly Report, for the month of December 1865.

Issues of Rations.
The issues of Rations I am happy to state are decreasing. The method adopted by Capt Brown I have followed out, and it will be impossible, for deception to be practiced, unless connived at by the Judge of Probate; and I trust hereafter to have a much smaller Return. -

Colony.
The Colony at Garland, numbers about One Hundred, and is slowly increasing, but I am happy to stat these will soon be a great &
