I have the honor respectfully to submit the following "General Report of Bureau & Freedmen Affairs" for the month of February 1868.

The complaints of Freedmen have been numerous during the month but mostly of a character that would not warrant my interference. Many have complained to me of being dismissed by their employers for voting as they desired, and even several days previous to the election men were dismissed because they would not promise to abstain from voting. As the result of this I have seen no actual suffering, for I advised all who had been dismissed to make contracts with other parties, and at a proper time to
