I have the honor respectfully to report the condition and working of the Bureau for the month of March 1868. 

Complaints: Illegal retention of children  5

New payment of wages  8
Threatening to kill 2
Assault with intent to kill  2

The planters of this vicinity have made no use of the blank forms of contract provided, although some pains have been taken to bring the fact of their being provided to the public notice. So far as can be learned, the system of working upon shares prevails almost to the exclusion of any other. The effects of proscription for political opinion have been mostly obviated by the necessity of employing labor without regard political affiliation. Every attempt however is still made made to compel the dependence of employment upon political conformity.
