The administration of civil affairs continues unsatisfactory. It is so well settled in the minds of freedmen that they cannot receive justice at the hands of juries as they have been constituted that actions at law of the most favorable character are deferred to a more hopeful time. Circuit Court has been held in all the Counties of the District. General Orders No. 53 was regarded in Conecuh County. In Crenshaw County the juries were drawn according to the order, but it is reported that the lawyers prevailed upon one of the Colored Jurors to swear falsely that he was deaf, and then to persuade the others to ask to be excused on account of incompetency. I sent a message to the Colored man to come in and report that the white man who has him in control dictated an insolent message to be sent back to me, and threatened the life of my messenger. If there were troops at this place I should wish to have them both brought in, and will ask authority to do so. In Butler County the order was disregarded as set froth in a communication from this office of the 24th Ult. In Coffee County the juries were drawn from a box made up three years ago while the code provides that it shall be renewed biannually, thus violating the State law to evade the General Order.
