to the cause of his refusal. The Judge took his declaration upon oath, as to the age and legitimation of his children, furnished him with a copy of that and his own certificate of the filing of the declaration, and then sent him to the person having the children in possession. The latter refused to give them up upon such authority and Judge Graham said that he could do nothing more. The children are from ten to fifteen years old. Lownes County is not in my Sub Dist. tho the complaint resides here.
From facts stated in regard to one portion of this Sub Dist, I am led to believe that much wrong doing is never reported through fear of retaliation. Thus I came incidentally to speak of one notoriously bad section as being unusually quiet when my informant stated the particulars of two or three outrages which had been kept concealed through fear, under most violent threats of bodily harm if information should be given.
