I have the honor respectfully to submit the following monthly report of Freedmen affairs in this Sub District: Most of the complaints recorded in the month have been of assault and battery, the outbreaking of the slave driving spirit, which seems at times to recover new strength, and forget the restraint imposed upon it. We have on record for the month:

Kidnapping  1 Case
Outrages by Ku Klux gangs  2 Case
Attempted murder  2 Case
Assault & battery  7 Case

The orders from Head quarters upon the subject seemed for the time to suppress effectually, the doings of the Ku Klux organization. But in the two instances above mentioned, the peculiar spirit which has been charged upon it
