I have the honor herewith to report the operation of the Bureau, R.F. & A.L. in this sub. District for the month ending on the 30th day of September 1868.
Complaints of assaults upon freedmen are quite frequent. Also, they are in constant dread from those who are trying to control their political opinions. And owing to several vacancies in Civil Officers in this town and County, and the agitation of the public mind at this time, there is no protection to persons or property.
The Governor recently appointed J. W. Owens of this place, Intendent of this town, in consequence of Mr Owens being an appointee of the Governor, the public feeling of opposition to him was so great that the police all declined to serve, and Mr Owens was unable to obtain
