Dear Sir,
In a letter to Capt. Tenge, you intimate that "if the Civil Authorities are not able to support, the destitute of the county" you will intervene with the US Government to Continue the furnishing of Rations, &c.
I would reply, that, the present financial condition of our county is such that it can do but little in supporting Indigents at the Close of the War. The people here, were left without anything but lands, only with very few exceptions, so for want of Teams & other means together with the fact of our having a very unfavorable season, we have made very poor Crops. We will do all we can for the Sufferers, but that won't amt to Much in relieving their suffering.
