County Agents

On the 18th day of January 1866, 1st Lieut John Jones 7th V.R.C. and Bvt. Maj U.S.V. having reported to me for duty, under order from the Asst Commissioner, was assigned to duty as Agent Bureau Refugees Freedmen and Abandoned Lands for the County of Lawrence, with his office at Courtlands the County seat. In each of the other Counties of the District except Madison, Citizen Agents were appointed, as soon as good and reliable men could be selected, with these Agents this office has kept in constant communication, instructing them in their duties; referring cases of a local nature to them for investigation and report, and from time to time advising them in cases of doubt to them the rations for issue to destitutes in the several counties have been sent and by them issued under instructions from this office, making full and detailed reports each month. They have also empowered to supervise and approve contacts; hear complaints of Freedmen and their employers; adjust difficulties arising between them and generally to look after the wants and interest of the Freedmen.

The following is a list of the names and Post Office address of the several county Agents in my Dist. to wit  Maj. John Jones Courtland Laurence Co. Ala, William H Hyde Houston Winston Co. Ala, James Danforth Athens Limestone Co. Ala, Co. A. Tinge Florence Lauderdale Co. Ala, John A. Green Tuscumbia Franklin Co. Ala, John D. Terrell Pikeville Marion Co. Ala, T. J. Mitchell Scottsboro Jackson Co. Ala, John T. Sparks Larkinsville Jackson Co. Ala, James L. Sheffield Guntersville Marshall Co. Ala, W. C. Garrison Blountsville Blount Co. Ala, C. C. Sheats Decatur Morgan Co. Ala and Gadsden Cherokee Co. Ala.
I also append a copy of Circular No. 1 from this office, and letter of instruction to the Agent of DeKalb Co. Similar letters were sent to the Agents of the other counties.
