And while treating on this subject it is but just that I should state, that the above appointees have rendered valuable aid to the Freedmen in their respective counties and they have been active, earnest, faithful and upright in discharge of their duties. 

Political anticidants have not been regarded in the selection so much as the sterling individual virtues which make these possessors only wherever found worthy of confidence. 

Destitution, 
Concerning the destitution which has prevailed and is now prevailing, it is perhaps impossible to make an exact report, what distressing want prevaided not only among the black, but also among a part of the white population during the latter part of the last winter, last spring and summer, until the crops matured sufficiently for food, there can be no doubt. But as the season advanced and the crops become serviceable, a change for the better naturally became apparrent; and during the months now closed I have not been able to perceive any actual suffering for food. The crops however throughout this district are so extremely light, that I fear many who depended upon the yield of their years labor for food and necessary clothing during the approaching winter, will again be dependant upon public charity for the means of substannig life, until the soil shall produce another, and it is hoped a more bountiful supply.
