I have the honor to make my 2nd report of the condition of affairs in my Dist for the months of March and April 1867.

Matters pertaining to the Bureau during the month of March were characterized by usual activity on the part of Agents and Employees of the Bureau as well as on the part of freedmen on contracting and preparing for the cultivation of the Soil. General quiet prevails, both white and black seem to be actively engaged in industrial pursuits, fiew complaints of violence to persons of Color have come to my notice during this month. I have had two men (Clerks) from my Office engaged during this month in trying to secure the last shipment of supplies for destitute: and the flood seeming to defy every interposition of out untiring efforts damaged and spoiled at least one half of the shipment of Corn and a part of the Bacon reference is made to my reports on that subject now on file with Capt W.C. Arthur C.S.
