Sir:
In compliance with instructions contained in circular No 12. dated War Department Bureau of Refugees, Freedmen and Abandoned Lands, Washington D.C. February 5th 1867. I have the honor to submit the following as my report of operations of the Bureau and Freedmens Affairs, during  the month of July 1867.

Employees.
During part of the month I had in my employment three clerks. One of these clerks I ordered to South Florence to look after, and attend to making out Bills of Lading and shipping Government supplies, sent to that point, for distribution to the destitute of my District. The other two have been almost constantly keeping up the clerical work of the office.

Freedmens Affairs.
The Freedmen during the month have been very quiet, and but very few complaints have been made by them against their employers which have come to my knowledge; and from information recieved from the different parts of my District, the same good feeling seems to prevail between employers and employees.

Murders.
None have come to my personal knowledge during the month.
