In compliance with instructions contained in circular No 4. dated War Department Bureau of Refugees. Freedmen and Abandoned Lands, Washington D.C. February 5th 1867. I have the honor to submit the following as my report of operations of the Bureau and Freedmen's Affairs during the month of August 1867.

Employees.
There has been two clerks employed in this office during the month ending August 31st 1867.

Freedmens Affairs.
A good many complaints have been lodged in this office by Freedmen against their employers and particularly by those who are working on shares. Their employers attempting to drive them away for the most trivial cause. Evidently with the intention of forcing them to sacrifice their interest in the crop In all such cases I send them back, telling them to remain until the crop
