Colonel,
I have the honor to transmit the following report of the state of affairs in my District for the week ending January 27th 1866.
I regret to have to announce the departure of Brig Gen G.A. De Russy from this District, he has always extended to me all the assistance that I needed in the execution of my duties as Agent of the Bureau.
The command of the District now devolves upon Lieut Col Dawson of the 15th Infantry (Regulars). Gen Woods hesitates to place me in command without the concurrence of Gen Swayne. I think that I could serve the interests of the Bureau better by being in command of the District than I can in my present position.
I have not received any answer to my letter sent by Lieut McGogy in regard to the "Cab and Dray Ordinance", passed by the Common Council of this city. Please inform me at your earliest convenience what action I shall take in the matter. A branch of the Freedmans
