delivered no records or inventory of any property whatever having been turned over to me. It is embodied chiefly in the works in and about the city of Mobile, certain wrecks in Mobile Bay and River, the obstructions in Mobile Bay, and certain articles of property which may be said to have been lying around without a claim of ownership advanced, but which plainly come under the order above alluded to.
I have also instructed the Qr Mr. of the Bureau to take immediate measures to sell this property at the first possible advantage. I have deemed it best to take this course, even in the absence of positive instructions, as this property has been and is being constantly depredated upon stolen by any parties who have chosen to take the slight risk involved in appropriating it. I respectfully request, however, positive instructions on this point.
I regret that the circumstances I have mentioned prevent my making any more full and thorough report on the subjects mentioned in the circular.
