cooperate in every way possible to extend the member and increase the usefulness of schools. It has been found impossible from various circumstances to accomplish all that could be wished. For much of the time, the schools have been without Superintendent or any proper head, and without such head and without active cooperation of some person specially charged with school work, efforts on the part of this office have seemed to be paralyzed and fruitless. It is believed that there is no more promising field for schools than this district, while, as has been stated, the present system or arrangement does not nearly provide for those who are anxious for the benefits of education. It is to be hoped that during the vacation which shortly ensues some arrangement may be adopted which will secure a different management of school affairs for the future.

The moral condition of the freedmen in this district is believed to be improving. It is, fortunately, the case that many of the worthiest men and best intellect among the colored people
