known in this city for probity of character and influence among the colored people. He is required to advise with the Poor as to the means of improving their condition & to assist them in getting better homes. He is instructed to recommend the names of aged and perfectly destitute for admittance to the County Poor house, and to direct the sick to the Hospitals.

The Chairman of the Poor House Committee, Mr J.C. Smith, and Mr. J.D. Spear, Chairman of the Police Committee of the Board of Aldermen, and the Superintendents are more particularly engaged in deciding upon the cases of white applicants with whom they are generally acquainted. The Superintendent spends two hours per day in visiting their homes.

This system of relief is certainly the best and least expensive, considering the amount of good extended, that has yet been put in operation in this Sub=District.

It will be seen by the reports that but few men are fed at the Kitchens. They are
