Soup is manufactured at a cost of 13½ cts per gall and with the allowance, ½ pound bread to each adult, a gallon is found to feed 8 persons at a cost to the Government of 5 1/3 cts each per day.

There are a great many poor in the country who are constantly applying at this office for relief and who have been applying ever since the surrender — people, who are living by themselves on land in the possession of which they are not disturbed. As it is deemed that at this season of the year, when vegetables are growing in profusion wherever they have been planted, there exists no necessity for absolute hunger among people who are able to work. I have refused to send any corn or meal to them; So long as they are fed by the Government they will make no effort to subsist themselves.
