from physical infirmities that if they can not get along in the country they must move to the city where they can be permanently cared for in the Poor House or at the Soupe Kitchens at a moderate expense to the Government and with great convenience to themselves. I believe this advice to be the best under all circumstances. The able bodied and healthy should be in the country, as per orders, while the sick and disabled should be in the cities where they can be cared for, out of [[strikthrough]] out of [[/strikethrough]] the superabundance of the rich. 
In Baldwin Toy. there is a great deal of suffering and there are no relief systems at work. But a single bushel of corn sent there will cause fifty persons to stop planting- looking for further dispensations of charity.  
The relief afforded by Soupe Kitchens does not have this effect; on the contrary the tendancy is to discontinue asking for assistance at the earliest moment absolute want leaves them.
