Insane Persons
We are frequently called upon to make some disposition of insane persons, and yet have no provision for such. We can easily provide for such as are not dangerous when at large, but is difficult to provide for such as needs be kept by themselves. It seems but just that the last class should be provided for in a State Institution.

Marriage Relations
I am pained daily, at the connubial relations of the colored people. I am determined to change their conditions in this respect as far as I may be able, and am resolved to give this matter my personal attention & efforts. Husbands & wifes are separating at fearful rate: and "taking up" with other persons. Not unfrequently a man is living with two or three wifes. Though this has been the custom of the race and habit of the country for years, yet it cannot be looked upon in any light than a huge system of prostitution by some persons. It ought to be stopped. Minister and Magistrate have done nothing, comparatively, in this direction since the publication of General Order No. 4. They have no intent apparently in producing a changed condition of things.
