udices are in the way, embittered a thousand fold by recent events. I could do much to encourage lawful marriage among this People but they are not able to pay two dollars ($2.00) for a license, the price charged by the County Judges.

Until this whole matter is remedied and the Legislature shall attach some punishment to "Bigamy" and wilful desertion among this People, I think it would be well to authorize the Agents of the Bureau to solemnize the rites of marriage, granting the license gratuitously, and require them to keep a record of such marriages independent of the County Courts. I think it may have a tendency to promote lawful marriages among them.

Resolved upon making the expences of this Office as light as possible, I have dismissed all citizen clerks and employees except one. His services I desire to retain as they are highly important to the Office.
