ance with it though he had not signified his acceptance. He will act as judicial Agent and give Capt Reed such assistance as the requirements of his Office affords. There are at this place about twenty or twenty five Freemen to whom rations are issued and about twice as many
Refugees. These Freedmen are living in vacant houses about town and are mostly negroes who were brought there by their late masters from Mississippi and Louisiana for safe keeping, The former masters returning, left these negroes here  
without employment, to fall upon our hands.
To provide for [[these?]] is cases of severe sickness, I called upon Dr. [[?]]  Surgeon 34th New Jersey  to see if he would give them Medical treatment as necessity required.  He cheerfully consented to do so if the Bureau would furnish the Medicines.  He could not this as his supply was very limited. I learned that Capt. M.L.[[?]] is stationed with his company at Elyton Jefferson County. This Officer was highly recommended to me by Captain Reed and others
