Sir,

I have the honor to report that in this sub dist the affairs of the Col'd people; for the past month have been getting along as well as could be expected considering the vindictiveness of the Rebs, but I find during the last week that complaints of hardships & injustice to them are on the increase, this is owing to the fact that the crops are made & much of them gathered, and those men that desire to swindle the Col'd men & labourers can do without them, and therefore hunt up an excuse to drive them off, many of these cases I have been able to have settled between the parties, other I have had to turn over to the Civil Authorities, and I fear the F.M. has a poor chance there, from this until Jany, I expect these complaints to increase, and I shall do the best I can for the purpose of obtaining justice for the F.M.
