In compliance with instructions from Head Quarters Dist of Alabama. I have the honor to submit the following General Report of Labor performed at this office during the month of January 1868.
Thirty-three (33) complaints have been made by freedmen. where they have failed to receive their pay for last year labor, having been discharged without a settlement. These cases have either been settled at this office as referred to the several Civil Offices.
Eighty-two (82) complaints have been made, where employers have disposed of their crops without the consent of the laborers and without making the proper settlements, all of which have been referred to magistrates in other offices having jurisdiction in said cases, with directions to take action under Gen Order No 13+11 Head Qrs Dist of Alabama series of 1867. Immediate action has been taken in all
